• Manufacture ans assembly of 1500 Kw turbines
The supply includes the complete manufacture, transfer to the site of location, installation of the wind turbine with all of its components, and start up (delivery turnkey) of the NRG 1500 turbine. |
|
• Measurements
Evaluations of the Wind Potential are performed by itself or by means of agreements with Official Organizations by using the records taken from anemometric stations installed with this purpose in the different points of interest. Using such data for a period of 6 to 12 months and performing the reanalysis of available information of the region being studied, a prediction and correlation model is applied in order to extend the series to periods of five years, wherewith a comprehensive assessment which includes average speed of the area, wind mapping by means of a three-dimensional model and an orography and wind one in order to determine the best place for the installation of the aerogenerators.

• Legal framework for an eolian energy project
The wind power generation activity and its commercialization are included in the following regulatory framework, established by Law Nº 25019.
Commercial Operation and applicable standards
Alternatives:
• As a MEM (Wholesale Electricity Market) representative
• Beyond MEM.
• Law Nº25019, Regulative Decree 1597/99 (grants, deferral of VAT and fiscal stability) as well as the environmental regulations (Resolution IS 304/99) rule for both situations. Promotion norms are applicable only to production bound to supplying public service.
• Requirements to qualify for the benefit of 0.01 $/kWh: Resolution 136/00 applies, which defines the quality of measurement; allows MEM representatives (Distributors or Large Users) have wind energy generation, but not to sell their surplus to the MEM.
• Resolution IS 113/01 applies for the benefits of deferral of VAT and fiscal stability. (The benefit of fiscal stability, excludes VAT and Contributions to Social Security System).
• A minimum of one (1) MW of installed power is required to join the MEM.
• It is compared to run-of-the-river power generation.
• It is not different to other forms of generation for the provision of services.
• It enables the Agency Responsible for the Dispatch (OED) to restrict the wind energy dispatch in case the parameters have been altered out of range or the reliability of the system has been reduced.
Access to transport capacity
• Once registered as a MEM representative, access to the Carrier is requested
• The OED issues a report in this regard
• The ENRE pronounces (in case of discrepancies a Public Hearing is substanciated) |
